The Troy Fine Arts Council and the entire community of Troy welcomes you to the 1ST Annual Kootenai River Bluegrass Festival web site. For the past 17 years the Arts Council has been presenting music and art events in Troy. Our dream has been that someday we would be able to bring a Bluegrass Festival to Troy to share with folks from surrounding communities. With the help of numerous sponsors our dream has come to life. We believe that Bluegrass music is the ultimate community builder. Folks from all ages and all walks of life come together around the music, spread out a blanket next to new and old friends and celebrate the homegrown American sounds of bluegrasses.
